    Director General of Afghanistan Revenue Department met with Mr. Katsunori Uehara Executive Senior Representative of (JICA) and Jawad Azimi Head of Operations Strategy of JICA.

    ‏Mrs. Ahmady and Mr. Uehara shared mutual views in regard to strengthening tax collection as its one of nation’s top priorities in light of financial independence from the international community.
    ‏Mr. Uehara further added that improving and enhancing the tax system and administration is indispensable for the stability and development of National fiscal base.
    ‏Mr. Uehara outlined JICA initiative of knowledge-sharing and capacity building support towards Afghanistan for the next 5 years in the field of, Capacity building, Masters and PhDs Scholarship. JICA will remain committed and offer full support in the field of knowledge sharing and technology systems, they will also support in enhancing and developing the Tax Academy modules and upgrading it to international standards.
    ‏JICA would provide training to 15 members in the year 2020 and continue to support ARD till year 2025 of Revenue Department in the field of Audit and Compliance. Field visits will provide them opportunities to discuss important issues as well as learn the Japanese tax administration which has accumulated experiences from coping with its tough surrounding environment.
    ‏Initially the program will cover various topics of tax administration, emphasizing on the tax collection like Value Added Tax (VAT). Officials in Revenue Department will recognize potential problems and possible solutions to them on tax administration in Afghanistan. This training program is specially designed for tax officials of the Revenue Department so that they can benefit from opportunities to discuss those important issues as well as learning new Audit Techniques, at National Tax Centre faculty and will provide major topics and practical knowledge associated with tax systems and tax administration such as: outline of tax systems (including VAT), tax examination, taxpayers’ management, taxpayers’ services.
    ‏Mrs. Ahmady welcomed the support JICA would contribute in regards to transfer of knowledge and Capacity building of Afghanistan Revenue Department officials. Mrs. Amina mentioned the need of Afghanistan to become self-reliant and ARD is committed to achieve the objective by the year 2024.
