Abdul Wali Noori
Abdul Wali Noori Son of Mohammad Yaqub was born in Shangarian village in Shaikh Ali district of Parwan province. He completed his primary education up to ninth grade in New Shaikh Ali School, while for secondary education he attended Ghulam Haidar Khan high school in Kabul. After successfully passing university entrance exam in 1378, he got admission in Economics Faculty of Kabul University. After graduation, he was hired by the Large Taxpayers Office, Afghanistan Revenue Department, Ministry of Finance.
While in the Ministry of Finance, he has worked on different positions based on free competition such as general manager of law enforcement in LTO, senior member of law enforcement in LTO, sub-director of ruling and tax exemption, sub-director of objection and review department. He also served as the director of objection and review department. He also worked with the KPMG for one year as taxation manager to gain extra experience. Moreover He has served as Director of Legal services and Policy. Recently he has appointed as Technical Deputy Director General of Afghanistan Revenue Department Ministry of Finance (ARD/MoF) and he is also member of the technical committee of Afghanistan Revenue Department,
Mr. Abdul Wali “Noori” besides his main duties, he also served as trainer of Income Tax Law (ITL) and other issues related to taxation from the years 1384- 1386. Also during the years 1386- 1387, he played crucial role in researching, explaining and processing the Income Tax Law in the Ministry of Justice and Parliament. He also has an active role in researching, explaining and processing the Tax Administration Law (LAW), Value Added Tax (VAT), Land, and Arrears Laws in the Ministry of Finance, Ministry of Justice, Legislation Committee and National Assembly of Afghanistan.
Mr. Noori during the services participated in around 14 training programs inside and outside the country such as Lebanon, South Korea, Malaysia, Iran, United Arab Emirates, Morocco, and Japan. He also participated as the member of the Afghanistan double taxation avoidance negotiating team in the first round of negotiations with the Islamic Republic of Iran, Islamic Republic of Pakistan and Republic of Turkey and as the head of negotiating team in the second round of negotiations with the Republic of Turkey.
Mr. Abdul Wali “Noori” has been awarded certificates by the Presidential Office, Ministry of Finance, Afghanistan Revenue Department, International Organizations, Afghanistan Chamber of Commerce and Industries, and Small Businesses Association.
