    Mufti Abdul Ghafar Saleem

    Mufti Abdul Ghafar Saleem, son of Mawlawi Mohammad Saleem, was born in 1374 Hijri Shamsi, in a religious family in Zangi Abad village, Panjwayi district, Kandahar province.
    Mr. Saleem completed his religious studies (Hifz, Qira’at, Tajweed, and specialization in Fatwa and Judiciary) in Pakistan. He completed the Daura-e-Hadith (Hadith course) in 1437 AH at Jamia Darul Uloom Karachi in the city of Karachi.
    Before the victory, he actively participated in jihadist activities against the American occupation alongside Mullah Abdul Bari (Abu al-Khair) and Mawlawi Muhammad Saleem Haqqani. He also took on the responsibilities of teaching and managing administrative affairs at the orphanage and madrasa.
    After the victory of the Islamic Emirate of Afghanistan, he served as the Mufti of the Banking and Financial Court of the Commercial Zone. He later became the Senior Legal Advisor for Properties and State-Owned Enterprises at the Ministry of Finance and a member of the ministry’s Legal Board. Additionally, he served as the Director of Planning, Implementation, and Oversight at the Revenue Directorate.
    Currently, Mufti abdul Ghafar Saleem is serving as the Director of Provincial Revenue Coordination and Development within the framework of the Revenue Directorate.
