Abdul Qayoom Naseer
Abdul Qayoom Naseer, son of Saleemullah, was born in 1370 Hijri Shamsi in the village of Qatarbeed, located in Yawan District of Badakhshan Province. Raised in a devout and religious household, he began his primary Islamic education under the guidance of the village imam and his father, Mullah Mohammad Yaqub.
As he progressed academically, Mr. Naseer completed his primary education at Qatarbeed High School and later graduated from Wakhanida High School.
Alongside his formal education, Mr. Naseer pursued religious studies. He studied up to the second level under the supervision of his esteemed father. In 1381 H.S, he enrolled in the Eshtetok Madrasa, where he studied under several prominent scholars, including Mawlawi Abdul Rahman, Mawlawi Sadruddin, and for four years under the respected Mawlawi Abdul Ghafoor Habab.
In 1386 H.S., he successfully passed the university entrance exam (Kankor) and was admitted to the Faculty of Literature at Takhar University. He completed his studies in 1390 H.S, earning a third-grade rank from the Dari Department.
During his university years, he joined the Islamic Emirate of Afghanistan. Following his graduation, he continued his involvement with the Emirate until the fall of the previous government. Throughout this period, and with the help of Allah Almighty, he served in various military and cultural roles, including writing articles, producing jihadi films and so on…
Meanwhile, He remained committed to deepening his knowledge of religious sciences. He continued his Foundational Islamic Studies (Wurrah Dourah) under various instructors at Darul Uloom Tajabad and Darul Uloom Habibiya.
In addition to religious and academic education, Mr. Naseer has developed strong skills in modern sciences. He mastered several computer programs, including Microsoft Office and design software, and took the initiative to teach them to fellow Mujahideen whenever possible. Furthermore, he completed courses in English (IRC) and Arabic.
Linguistically, Mr. Naseer is fluent in both Dari and Pashto, and is also proficient in reading and translating Arabic and English. Over the years, he has written and translated hundreds of articles for the Al-Emarah Dari website and the official magazines of the Islamic Emirate of Afghanistan, most notably Haqiqat. In addition, he has translated four books from Arabic and Pashto into Dari — one of which has already been published, while the remaining three are currently in progress.
Following the victory of the Islamic Emirate, he was appointed by the leadership of the Ministry of Finance to several key positions. He first served as the Director of Large Taxpayers, then as Director of Taxpayer Services, followed by his role as Director of Planning, Policy, Monitoring, and Evaluation of Customs. Currently, he holds the position of Director of Tax Enforcement and Compliance, where he continues to serve with dedication.
